Turner admits he has "always wanted to be Mayor of Peoria" even if by being appointed, current laws would prevent him from running for election when his appointed term expired.
Based on how Peorians reason, Turner would be the first black mayor and would relieve their conscious by not having an all white administration.
I speculate Turner will be Peoria's next mayor. Meanwhile, Urich will still be the "main" man to help bring the city out of some of their problems, not all financial.
